I do not know what it's doing there, but the Latin is from the Beatitudes; Matthew 5-7, Jesus says,
"Blessed are they who relieve the miserable, for it is paid back to them in
such a way that they are freed from misery." etc.
(God blesses those who are merciful, for they will be shown mercy.)
